Commitment to the Scarborough Charter on Anti-Black Racism and Black Inclusion in Canadian Higher Education
A Student-Centred Declaration and Institutional Commitment
Preamble
Bishop’s University acknowledges that institutions of higher education in Canada have historically reflected and reproduced systems of exclusion, inequity, and anti-Black racism. These realities continue to shape the experiences of Black students, faculty, staff, alumni, and community members across Canadian campuses.
As a university grounded in community, liberal education, and student-centred learning, Bishop’s University recognizes its responsibility to foster an environment where Black members of our community are respected, supported, empowered, and able to thrive fully and authentically.
Bishop’s University affirms that equity, diversity, inclusion, and belonging are essential to academic excellence, institutional integrity, and social responsibility. We recognize that anti-Black racism exists within Canadian society and within higher education systems, and that meaningful institutional transformation requires intentional action, accountability, and sustained commitment.
In alignment with the principles and commitments outlined in the Scarborough Charter on Anti-Black Racism and Black Inclusion in Canadian Higher Education, Bishop’s University commits to advancing a culture of inclusion, equity, and anti-racism across all areas of university life.
Through this declaration, the Bishop’s University Equity, Diversity & Inclusion Office reaffirms the institution’s commitment to listening to students, engaging collaboratively with Black communities, and building a campus culture rooted in dignity, opportunity, representation, and belonging.
Our Commitment
Bishop’s University is proud to be a member institution of the Scarborough Charter on Anti-Black Racism and Black Inclusion in Canadian Higher Education.
The Scarborough Charter represents a collective national commitment by Canadian post-secondary institutions to address anti-Black racism and to advance Black inclusion, equity, and excellence across higher education.
As a participating institution, Bishop’s University recognizes that this commitment extends beyond symbolic statements. It requires continuous reflection, institutional accountability, and transformative action that centers the lived experiences and voices of Black students, faculty, staff, and communities.
The University commits to:
- Advancing equitable opportunities and inclusive practices across academic and campus life;
- Addressing barriers that contribute to systemic inequities and anti-Black racism;
- Supporting Black student success, wellbeing, leadership, and belonging;
- Encouraging diverse representation in institutional decision-making and leadership;
- Promoting inclusive teaching, learning, scholarship, and research;
- Building meaningful partnerships with Black communities and organizations;
- Strengthening institutional accountability through transparent and measurable action.
Bishop’s University recognizes that anti-racism work is ongoing and evolving. The University therefore commits to continuous learning, consultation, collaboration, and action in pursuit of a more equitable and inclusive campus community.

The work of the Equity, Diversity & Inclusion Office and the University’s broader institutional commitments is guided by the following principles:

Students are at the heart of the Bishop’s University experience. We are committed to creating learning and social environments where Black students feel welcomed, valued, heard, and empowered to succeed.
2. Equity and Accountability
Equity requires more than equal treatment. It requires identifying and addressing systemic barriers, inequities, and practices that disproportionately impact Black members of the university community.
3. Community and Belonging
A strong university community is built on mutual respect, dignity, compassion, and inclusion. We strive to cultivate a campus culture where every individual experiences a genuine sense of belonging.
4. Representation and Voice
Diverse perspectives strengthen learning, leadership, and institutional growth. Bishop’s University recognizes the importance of representation and meaningful participation in decision-making processes.
5. Education and Transformation
Universities play a critical role in advancing social understanding and change. Through teaching, dialogue, scholarship, and reflection, we commit to fostering awareness, critical engagement, and transformative learning.

Student Experience and Support
The University commits to fostering an inclusive and supportive student experience through:

- Spaces for dialogue, community-building, and cultural celebration;
- Initiatives that support student belonging and retention.
Education and Awareness
Bishop’s University will continue to promote learning opportunities that encourage awareness and understanding of anti-Black racism, equity, inclusion, and social justice.
This includes:

- Campus-wide awareness initiatives;
- Opportunities for dialogue and reflection;
- Support for inclusive and equitable teaching practices.
Representation and Inclusive Excellence
The University recognizes the importance of diverse perspectives and experiences across all levels of the institution.
Bishop’s University therefore seeks to:
- Encourage inclusive recruitment and retention practices;
- Promote equitable participation and leadership opportunities;
- Foster environments where diverse identities and experiences are respected and valued.
Community Engagement

The Equity, Diversity & Inclusion Office will continue to work collaboratively with students, faculty, staff, leadership, and community partners to:
