Mandate
Joint Health and Safety Committee
Between the Corporation of Bishop's University (representing the employer)
And
The association of Professors of Bishop's University (representing the employees)
Approved by the Executive Committee of Corporation April 2005.
1. TERMS AND CONDITIONS
The Joint Health and Safety committee is a stand alone committee, but it will present reports to the Executive committee of corporation, and to the Association, on a regular basis.
Where no agreement is reached by the Health and Safety Committee on matters that exceed the standards as stated in the "Act Respecting Occupational Health and Safety, such matters shall be referred to the Executive Committee for resolution".
2. MANDATE
Using the " R.S.Q. Chapter S-2.1 Act Respecting Occupational Health and Safety " as a guideline, the committee shall meet regularly to discuss health and safety concerns at both the Lennoxville and Knowlton campuses. It shall require and monitor policies and procedures in matters of health and safety in order to eliminate dangers to the health, safety, and physical well-being of University employees, students, and other campus users.
3. DUTIES AND RESPONSIBILITIES
3.1 The committee shall, among other things, and in a timely fashion:
- Receive copies of notices of accidents and inquire into incidents that have caused, or could have caused, a work or campus accident, or an occupational disease and take appropriate actions.
- Receive suggestions and complaints from workers, students, users, the certified association, and the employer relating to occupational health and safety, and examine, record, and answer these suggestions and complaints.
- Receive, study, and follow up reports of inspections made on the two Bishop's campuses.
- Select individual protective devices and equipment best adapted to the needs of workers, students, and users at the two Bishop's campuses.
- Participate in the identification and assessment of the risks connected with certain jobs and certain kinds of work, and the identification of contaminants and dangerous substances connected with certain jobs.
- Keep registers of work accidents, occupational diseases, and incidents that could have caused them.
3.2 Establish and coordinate sub-committees such as:

- Hazardous materials
3.2.2 Accident Prevention Subcommittee
- Incident investigation
- Health and safety training
- Prevention
3.2.3 Campus Safety Subcommittee
- Emergency procedures
- Campus/student safety
- Liaise with the City of Sherbrooke
3.2.4 Wellness Subcommittee
- Employee programmes & activities
- Awareness of health issue
At least half the members of each sub committees shall represent the employees.
3.3 Confidentiality of Information
Committee members may, from time to time, come across confidential information. Members must observe basic rules of confidentiality:
- Committee members must not disclose any information about any workplace tests or inquiries, unless the disclosure is agreed to by the committee.
- Committee members must not reveal the name of nay person from whom information is received.
4. COMMITTEE MEMBERSHIP
The committee shall consist:
- For the employees:
- One (1) member of the Faculty & Librarians ( named by APBU )
- One (1) member of Staff ( named by BUSA on an interim basis )
- One (1) Champlain College employee ( named by Champlain )
- One (1) Bishop's University student ( named by the SRC )
- For the employer:
- The Director of Facilities (ex officio)
- The Director of Human Resources (ex officio)
- The Vice-Principal, Finance and Administration (ex officio)
The employees and student as a whole and the employer's representatives as a whole are entitled to only one vote, respectively, on the committee.
The Committee Chair, as a member of the Committee, shall be elected by the members of the Committee for a two (2) year mandate.
The Committee Secretary, as a member for the committee, shall be elected by the members of the Committee.
Meetings and Quorum
- The committee shall meet at least four (4) times per year and the quorum at any meeting of the Health and Safety committee shall be two (2) employee members, and two (2) Corporation members.
- The Committee Chair may call an emergency meeting on short by reasonable notice, if he/she considers that an emergency situation exists. Otherwise, meetings shall be called, and agendas circulated, with at least ten (10) days prior notice.
- Observers or guests will be permitted to attend meetings at the discretion of the Committee.
5. TERM
The term of office for all non-ex officio members of the Committee shall be two (2) years, renewable.
